Well, it's mandated by Debian policy, the development package consists
of the statically linked library and the header files, so you can
possibly build other software which need gromacs. Even if nothing else
needs/needed gromacs, debian policy still says that a -dev package must
be present.

If you want to have a package integrated into the main debian archive,
you need to follow policy already.

You can achieve that by putting it up on some website as an apt-gettable
archive, no need to have it at ftp.debian.org proper.
