[gmx-developers] Update of automated source checking tools

Hello @ all gmx developers,

we just merged a change in master that updated the source code linting 
tools to clang-format-11 and clang-tidy-11.

Please update your local tools as well to make sure you won't have to 
upload extra patches due to the differences between the versions used 
before.
