I have been using this program quite intensively for a while with
Mehler himself. I think the problem you have is that the code is crypted
by Mehler for the simple reason that he does not want people to get the 
program
and use it without his approval. Just send him a message and he'll give 
you the
code or the executable. His email is : elm2020 at med.cornell.edu
Feel free to ask him or me for advice. The use is not complicated but 
there are
important points to check before interpreting the pKa values.
