[gmx-developers] Second beta release for GROMACS 2019

Hello GROMACS developers,

we are planning to ship the second beta release of GROMACS 2019 on Nov 5.
There have been several bugs already found and fixed since the first 
beta, and we want to thank everyone that helped to identify issues.

As for the first beta, please be considerate with patches not targeted 
for 2019 at this point, to make sure the verification on Jenkins can 
proceed smoothly.
