[gmx-developers] Switching Infrastructure to Gitlab

Hi,

I personally think that having an official repo under the gromacs.org
domain looks better. The maintenance cost is very small, but of course not
zero. Perhaps a simple redirect is good enough?

However, we have not announced either deprecation, removal or change to a
redirect (i.e. server change). If it is decided to drop the hosted repo, I
suggest to retire it gracefully rather than just removing it or worse,
letting it silently go increasingly out of sync (not an issue for master,
but all those who clone(d) from git.gromacs.org to get release branches
will take some time to realize that their branches are behind).

For now I made the minimal necessary changes to restore mirroring of the
gromacs and regressiontest repos until a decision is made and announced.
