Hi,
You should not send any GROMACS developer personal emails but use gmx-users mailinglist.
You get the 404 because the comma at the end of the URL. Without it the link should work. As context the old archived email is: https://mailman-1.sys.kth.se/pipermail/gromacs.org_gmx-users/2014-July/090827.html
The correct link is https://gerrit.gromacs.org/c/3764
The fix has been included since GROMACS 5. So any somewhat recent version shouldn't have that specific problem. But we don't regularly test GROMACS on CYGWIN. You might have more success if you use WSL (Windows subsystem for Linux) as a solution on Windows.
