[gmx-developers] Jenkins in quiet down mode

Hello again,

the deadlock issue has come up again, but we are having a possible 
solution in mind now by restricting the number of concurrent matrix builds.
We'll put Jenkins into quiet down mode again and restart to hopefully 
resolve the issue now.
