You can use genbox to create a box of 'solvent' of specified size, where in
this case the 'solvent' would be your bilayer. Something like

genbox -cs dppc64.gro -box 15 15 15 -o dppc200.gro

would come close (check exact syntax). You'll have to tinker with the box
dimensions (-box) to get the desired number of dppc molecules in your output.
